Edgar is since 1984 an official of the European Commission and from September 2012 until June 2013 the first EU Fellow to the Centre of European Studies at the ANU. Edgar worked as Head of Division in various functions, mainly in the area of external relations (Humanitarian Aid, Reconstruction of the Western Balkans, Cooperation with PHARE and TACIS countries, cooperation with ACP countries etc.), Trans-European (Energy- and Transport) Networks and lately in the European Satellite Navigation Programs (Galileo and Egnos). Before joining the European Commission Edgar was responsible for the Max Planck Gesellschaft and the Fraunhofer Gesellschaft at the Federal Ministry for Research and Technology in Bonn. As lecturer and researcher at the University of Kassel Edgar worked in a multidisciplinary project.
